7mbs on a 25mbps comcast plan, please help

Alright, so I signed up for new service. I noticed that my service was really slow so I called in to verify that I was indeed on the 25mbps plan. They confirmed that. I then saw that my old surfboard modem was DOCSIS2.0 so I bought a new one: Surfboard SB6121. This is now activated, going into a Linksys Wireless-G router (with tomato firmware). Over wired or wireless I am only see ~7mbps down and ~1.5mbps up. Here is some further details:

After seeing this information, does this appear to be a Comcast issue? A cable wiring issue (distance/splitting/quality loss)? Or a hardware problem (maybe old firmware and/or hardware)?

Any information would be appreciated.

I would call comcast support and ask why your speed does not match the advertised speed. it sounds like comcast is throttling you.
the only other thing i can think is there is just a lot of traffic. does this happen all the time, or just during certian periods?

Could it possibly be due to splitters? I *think* this is running through 2 splitters, but they are the 1000mhz rated ones.

This is all the time, doesn't matter on the time. Right now it is 11am on a Thursday and it's the same.
 
Try the modem connected to a computer.
and leave out the router.

That should confirm if it is the problem.

I would still get a test done of the line from your end in case there is a problem from you to the cab located at the end of the street.
Have the line checked for voltages, and DB range to make sure it is in Range.

Also use www.Speedtest.net to confirm the amount of Jitter on the line.

And yes a splitter can be the cause since it half`s or divides power and signal ect.

Is this from wireless or wired? What is the wireless mode on your computer, and the router?

Is the modem/router's firmware updated?

What is the network adapter in your computer? Did you update the driver?

When you connect the wired LAN, is wireless automatically disconnected?

This is what a comcast tech agent just told me:

"Crisanto: I see that you got an actual download speed of 7.34 Mbps. It is indeed slow for your provisioned Performance speed level which has a maximum achievable download speed rate of 20-25 Mbps."

Your tracert to YouTube doesn't look too bad. Looks like about 22ms with +-1ms or so.

What I find interesting is the IP address for YouTube in your tracert is different than your ping. This can happen because of DNS, but the ping looks much worse. About 25ms +-10ms

You pay want to do a "ping -t" to YouTube and let it run all day. It should give you a nice summary. But just a quick glance at what you linked, nothing looks horribly wrong, but is definitely in the "sketch" area.

Another thing to be aware of is that YouTube looks to have a local direct route to your ISP and it may not be very representative of your issues. You may want to try more sites like Blizzard.com or Google.com. You may want to also try some speedtests from other servers.

Did they say they were going to look into the matter? It looks like an ISP issue given what the tech agent said?
