It will not bottleneck 1 R9 207X or 1 GTX 760; but two yes. The AMD FX-6350 will not bottleneck either as it runs at 3.9GHz stock and has 6 cores. If you plan to spend more money you could get a AMD FX-8350 clocked stock at 4.0GHz and comes with a hefty 8 cores.

No need to run 2 760s in SLI for 1080p. One will be plenty.
The x4 750k would be fine for one 760. The x4 760k is worth the extra $10 though.
Why not go Am3+ and get a FX 4300 or 6300? Would be a lot better than any fm2.

You'll only gain pure FPS from SLI/CF so it's your chose in the future. Some games can be unoptimized for SLI and have microstuttering or won't work at all and you have to also consider the heat generated by each card. You would be better off getting 1 top end card such as a 780 and wait for the price to drop so you can do SLI in the future. Consider these two CPUs for SLI/CF:
