Crysis 3 is THE most demanding game out there but your system should be able to play it smoothly if you select the settings carefully.
As a rule you should always play at the monitors native resolution, flat panel (LCD) displays produce blocky images if they are run at lower resolutions.

This PSU will support a 7790 perfectly fine, but you aren't going to unleash the Radeon 7790's full potential if you just have a e7400 Core Duo. I would consider upgrading to an i3 if you want to play modern games with decent frame rates. But if you are just doing light gaming then there is no need for a 7790.

As I said before you will not get the full potential of the 7790 if you use a e7400 intel core duo, but it will still run games. But if you are going to keep your CPU then you should just do an upgrade to a 6670 as it's cheaper and wont get bottle-necked.
