Very cheap gaming pc for my sister

Hey, it's my sister's birthday soon and with christmas coming, I thought I'd build her a pc.
While I know how to build a Pc for my own needs[quite the expansive thing], I have little to no clue of what i'd need for her. I try to make something work on newegg, but i'd need approval by the community. (Even though this is my first post, i've been lurking here for a looong while. )

Her needs:
Casual computer use[movies, internet, flash games, etc]
and the most important part...
Be able to play the complete series of SIMS 3. (She wants to be able to play sims 4 also, but since the system requirements aren't out yet and all, it's not a primary objective. )

My budget:
What I found would cost around 465$CAD, so if you suggest any changes, I'd like to stay in these waters.

My build:

Motherboard: MSI FM2-A75MA-E35
CPU: AMD Athlon x4 740 3.2GHZ
Video Card: SAPPHIRE Ultimate Radeon HD 6670 1GB
Case: Rosewill CHALLENGER Black Gaming ATX Mid Tower
DVD : ASUS 24X DVD Burner
PSU: Cooler Master Extreme Power Plus - 500W
RAM: G.SKILL Ripjaws Series 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600

+ a keyboard/mouse combo @ 19.99$ from microsoft

So total price: 463,64$CAD

I didn't include a Hard drive and a screen because I already have an extra of both.

So, is this reasonnable? Not complete garbage? Could it run her needs?(especially the sims 3 lol)
I mean, I'm pretty sure it would run sims 3, but if the parts are complete shit and what so ever....

(I'd like to order within a week or so and it doesn't need to be newegg but it needs to be in canada, like ncix or tigerdirect.)

The PCpartPIcker does include shipping and then you just look at the top price which is without mail ins and that build is miles better than yours

^That build is fine, but partpicker calculates the price without shipping and with the mail-ins.
If you remove the mail ins and add shipping, its quite expansive. :/

So it's settled for the Seasonic PSU, are we agreeing?
But for the 7750, the problem is it's asking for PCI-E 3.0 x16, but the Motherboard has only a 2.0.
That won't be fine, will it?
Do I stick with the 6670 or do I switch the mobo?

I changed two things for DirectCanada to save like 5$.

Well maybe PCpartpicker didn't have the right price, cause when calculated it exceded 500$.
Anyways, I already ordered and now i'm just waiting to receive the pieces.
