New rig won't boot, tried the usual.

I have assembled the rig and checked every plug (even with the mobo manual). When I power the computer the mobo led is green, my hdd drive is spinning and so are all of the chassis fans as well as the cpu cooler master fan and the gfx fans too. However, there is no signal on the monitor and I hear no post beep. The mobo system speaker is plugged in (I even tried plugging in the other way around) where the manual specifies, yet no sound. The heatsink is very cold, as if the cpu wasn't working at all.

I have also breadboarded the rig leaving only one ram in the correct position with cpu - no beeps at all. when i tried the memOK button on my mobo it just flashes red in regular intervals instead of increasing the frequency as described in the mobo manual. I cleared the CMOS taking the battery out and swapping the jumper from 1,2 to 2,3, replacing the battery and back.

I have no way of asking anyone for a spare mobo fitting my components ie. My old computer is an AM2 with DDR2 :(

All the parts are just ordered, brand new.

i can't say the psu is not faulty but it does give power to everything and the leds work, by this I can say there's power in at least part of the mobo. I am thinking the cpu or mobo are faulty...

I have no idea what to do next so any help is appreciated.

EDIT: my gfx and hdd is definitely working as I have used it and tried it just today on my old computer. (so is the monitor)

My problem is I have no access to any of these. I guess I will try a repair shop if I don't figure anything I can do.
