I need a decent graphics card on a budget. Or just help in general

Right now I have a PNY GT 610 1024MB PCIe. And I can run some lower end games on "good" settings. I would like to be able to at least run them on high. My pc specs are listed below. Can anyone suggest a good graphics card that won't break the bank?

When I play games, such as world of warcraft my screen seems very choppy on good settings. Is there anything I can do? Sometimes I run it in regular 32bit and sometimes I run it in 64bit. Could that be a problem?

Or do I need to just beef up my system more and upgrade my gpu?

AMD Athlon X2 7850 Black Edition 2.8ghz OCed to 3.1ghz

4GB 2X Kingston Hyper X Memory

320GB WD HDD

PNY GT 610 1024MB PCIe

500W PSU

broadband Ethernet card and wireless g/b card.

dunno what brand cooling system...

Also would it be better to use a SSD instead of a HDD?

we need a budget, the answer could be anywhere from $100 to $300 without getting silly.

I bought at Sapphire Radeon 7750 I'll let you guys now how it works out. Should ship to me tomorrow. I've read that it might bottleneck unless I can overclock to 3.2ghz the it should be fine but, now of course I need a better cooling system since my overclock to 3.1 or 3.2 will cause me to have to pump the volts up.
