DirectX 10 and 11 games lag miserably, any help would be amazing

A while ago, my games just started lagging, even the company logo, to around 2 fps. I finally figured had my AHA! moment when I launched SR3 in DX9 instead of 10&11 and it ran without a hitch. But now I have a couple of new games (Assassin's Creed 4 and Battlefield 3) that don't run in DX9 (or at least I can't figure out how to make them). My system definitely can run the games, I have 16 GB DDR3, an A8 Bulldozer AMD CPU, a Nvidia GTX 670 video card, and Win7 64. I've tried everything I can think of, I performed a clean install of all of my drivers (right down to the mobo), I've tried running in compatability for everything from Windows 95 to Vista, no luck. The frequency of the FSB and the memory check out, so I have no idea what's causing this. The thing is that AC4 supports DirectX 9, but it has no option to run in DX9. Please help.

have you updated your drivers? if not then please do so. a 670 should be able to handle dx10~11 games with ease even if paired with an apu.

Yeah, I've updated literally every driver on my system.

check the gpu usage. if its dipping below 50% when gaming you probably have a serious cpu bottleneck.
