GPU is causing restart on my PC

Hi , I've had a very weird problem this week and I spent a lot of time trying to fix it.

the problem is:
after a fresh install of Windows sometimes I get a very random restart then the Windows won't boot (keep restarting after the Windows Logo before the Welcome screen)
and its not possible to boot up in normal mode at all.
so every time I re install Windows and try again

finally I figured that when I install the GPU driver ,Windows will restart randomly (or the next restart won't boot)

I tried my GPU on another PC and the same thing happen, exactly after the GPU driver been installed then restart Windows won't boot and keeps restarting after Windows Logo

I really don't think its Overheat issue, the GPU is pretty cold at that point, and its not a PSU issue cause the GPU was on that PSU for a year now and other PC has a PSU with a higher Wattage

GPU:
EVGA GTX 670 2GB (Standard Edition, No overclocking what so ever)

Driver:
Geforce R331 Ver 331.82

Windows 7 Ultimate 64bit

TL;DR:
GPU is restarting every PC that he is installed on after installing its Driver, then Windows won't start up anymore and keeps restarting at Windows Logo.


Help me out please.
