My XFX r9 280x is not performing well at all. Is it broken or maybe my HDD is braking? PLEASE HELP ME

So at first I had a XFX 6850 and everything was running fine. Then I formatted my HDD and installed my new XFX r9 280x and installed the new beta CCC drivers for the 280x, as suggested by the AMD site. I don't know whats going on and am pretty confused but games are just really unstable and crash a lot. I installed an ENB mod on skyrim (a very lite one, not much performance it) with no other mods and my frames were terrible and I crash. I also crash when i alt tab out of games and go back into them. Most of the time the screen freezes or the screen goes white.

Since the video card is brand new i dont want to think thats the problem. I have had my HDD for about 3 years and it does make some slight ticking noises and is pretty slow at read/write so maybe that is it. How can I test further?

Also if it is a bad video card can I still return it if I increased voltage?I only increased it by 6 mV.

Seems like Bad Card ...
I got my 1st HD 6850 from Gigabyte from a shop , then I installed it and start to play game , facing the problem that u face now ~
Then go back to the shop to change to Asus EAH 6850 V2 then it work fine then..
