Can I remove thermal paste with just kitchen roll (paper towel)

My cooler just came today and I was wondering if it's ok to just rub it off with a paper towel.

Isopropyl alcohol is pretty hard to find and I want to get it in my pc today.

My current thermal paste has been in there for less than a month and has been used for less than a hour.

You don't want to use paper powel, because it's both a very rough and fibrous material. Not only will it scratch the surfaces, it will leave behind all kind of lint. Try to find the isopropyl alcohol and use a microfiber cloth instead. It won't scratch, and shouldn't leave any particles behind.
