Question on 1600 and 2133 ram

Ok, on dual channel mobo I know mixing 2 different speeds in a dual channel is not recommended but is it fine to have a set of 1600 speed ram in one dual channel and have another set of 2133 in the other dual channel?

It never a good idea to mix DRAM - it can and often is problematic - mixing different Brands, freqs, timings, voltages can all compound the problems you might well encounter - suggest getting a set of the full amount you want - then can always try the old sticks and if they work then it's a bonus, if they don't can sell off the old or use in another rig

All memory in a system has to run at the same speed and same timing. You can't run two different speeds. So either buy 8gb of what you want to run, or 4 more of what you already have, no reason to buy better memory than something you plan to leave in the computer.
