DX58SO or PSU problem?

Over the last week, I have been trying to determine the problem with my desktop. Here is my setup:

Intel DX58SO LGA 1366 motherboard
Intel core I7 920
3x Corsair CM3 1333 1gb (9-9-9-24)
EVGA GTX 285
Zumax x4 750W
Hitatchi 500Gb HDD

Problem;
When I turn on the PC, from what I can tell, everything powers on, all of the fans/heat sinks, the HDD, GPU, DVD drive and all of the lights on the mb look normal. However, I have no output what so ever, none of the USB ports work and there is no output from the GPU either. My monitor knows when I disconnect the DVI cable. I tried various solutions, I took all of the ram out (dc'ed the HDD/DVD drive/wifi card, and tried this with and without the GPU) and then turned the PC back on and the mb gave me 3 long beeps, a short delay then 1 long beep, which I assume it telling me there is no ram. So I added one stick and turn it back on, at that point there were no more beeps , but the problem still existed. I tried resetting the BIOS as well by removing the battery for about an hour, with the PSU unplugged (mb standby light was also off). I also tried using the jumper as well. All that to no avail as well. Lastly I unplugged everything from the PSU and then plugged everything back in and tried reseating the ram once more however nothing seemed to change the problem.

I feel like it must be the mb that is fried, but I have had people tell me the PSU could also be faulty and create an issue such as this.

What do you think?

I don't know one that I could borrow, only thing I could try, is buying either a cheap PSU to test with, and return it if it isn't the PSU, or buy a decent PSU to test with and keep/return it depending on if the PSU is the problem. Can a fault PSU create a scenario like this though?

Hmmmm, sadly, I don't have the option of a second desktop to test the sticks.

Would I unplug the HDD so it boots from the DVD drive, then let it run for a certain amount of time? There is no video output whatsoever and no onboard graphics. None of the USB ports are functional either. This is also assuming the sata ports work as well, which I'm not sure how I could/would test that, I don't have any external sata devices.
