Will a core 2 quad q9550 bottleneck a geforce gts 650 ti graphics card?

You can try to overclock your Q9550 at 3.5Ghz to eliminate bottleneck.
Q9550 still a good processor. on par with AMD phenom II class clock per clock.

Yes, but then if you upgrade the processor, then the 650ti will be the bottleneck.. (and repeat loop..)

If you want the 650ti, get it, there is nothing wrong with it. Consider upgrading other components at a future time.

no, it won't. Your processor would be able to handle cards up to a GTX660/ti. I've a q6600 @ 3ghz, and a 560ti ( which is more powerful than a 650ti) and there's no bottleneck. A 650ti however, isn't the best card, the Boost version would be a good compromise between price/performance, and is much better than a 650ti. The 650ti Boost is basically a hampered version of the GTX660 and is a very good card.

Don't afraid..
If you do that in the right way, you'll gain noticeable speed increase over stock clock..

Just make sure you have a good heatsink (not stock) to make your processor keep cool while overclocking..
