Computer dosn't log into windows XP SP3 unless it is connected to a DVD-RW device !!!

i got computer with these spec :

with an old 80GB hard disk

i formatted the drive C and installed XP SP3 and did all the setup for the programs
and i gave it back to the customer after disconnecting the DVD-RW device from it , and tried it to find it working very well

then the customer came back with the computer again saying that when starting windows and reaching the Logo XP the computer restarts itself again and it keeps doing

auto restarts non stop whenever it reaches Logo XP screen
when i tried logging into windows in Safe Mood i found the same problem stated by the customer
i doubted that it was an electricity problem , the customer having plugged the computer to a changing current of electricity causing it to lose some vital windows files

i did another full format to the drive C - not the quick one - and installed all the Drives from the attached CD of motherboard Gigabyte G41MT-S2PT as i did

before , but after restarting the computer i was met with the same problem again ( that it goes to restart whenever it reaches the Logo XP screen )

i tried changing the Power Supply but the problem remained as it is

the strange thing is that when i plugged the DVD-RW to the board through the SATA cable , the computer started normally and it logged into windows normally
and when i unplug the SATA cable of the DVD-RW the same problem happens again , and when i tried plugging the sata cable alone it also didn't work

i cant have the client buy a DVD-RW device just to be able to log normally into windows

what is the explanation for that problem and most importantly why is that happening?

I'm certain there's an easy solution here:

Enter your BIOS and disable or make the HDD the primary boot device.

as an alternative, disable the preference to boot from another media type i.e. the only bootable device should be the HDD and then restart.

i tried this also among other things but the same problem persist.

but finally i solved the problem by installing windows 7 .... that was weirdest problem i ever face all my life and i still can't determine what was the Cause !!
