Why files are still left in recycle bin after installing windows?

i am just curious about and i want to ask if somebody know ,why files are left in recycle bin after installing new windows , as you know during installation we also do the formatting that drive in which we are installing windows all previous files are gone but not which are in Recycle Bin why?

Files which are automatically deleted by Windows Setup or by third-party apps don't go to the Recycle Bin.

Maybe you have a second hard drive installed (or an external hard drive plugged in). The Recycle Bin keeps deleted files from those drives too, even after a fresh Windows install. That's why there is a hidden "Recycler" folder on each drive.

Windows reads that folder and populates the Recycle Bin accordingly, even if it's a fresh Windows installation.

Perhaps some files were downloaded during the installation process that weren't need after it was completed and deleted after it was completed. This can happen with 3rd party software installations. To be clear you said you formatted the drive so this wasn't an upgrade?

yes this is not an upgrade this is just the same windows as the previous one

May be this is the reason that the files are left in recycle bin from other partition ,not from the partition in which we are formatting and installing windows
and other partitions have hidden recycle bin so newly installed window detect deleted files in them and show them in the recycle bin at desktop
