The 212 evo probably does perform better. It's been rated the best air cooler by numerous sites for years (I'm including the Hyper 212+ and EVO). Again, it's all up to you. Do you want the best cooling or do you want something sexy or do you want the quietest (Noctua)?

"Worth" is a very subjective term. The V8 GTS looks super awesome and cools well, however, the 212 has proven to be the best air cooler for the money for pretty much ever. Personally, out of the two, I would get the V8 GTS because it looks so sexy! :D If price isn't an issue for the CPU cooler though, I'd probably just go for whatever offers the hands down best cooling that'll fit in your build.

Noctua is the quietest brand in existence (except behind maybe NoFan since they use...no fans. Their fans (CPU coolers, etc.) are quiet and perform excellently; however, they come with two drawbacks:
1. Price.
2. Just look at that ugly color: Noctua Website. Now, if you like that color, then the price is the only drawback. You'll also be the first person I've met who likes the Noctua color! :p
