I've been researching for months now on how to approach a new build and how to save on Black Friday / Cyber Monday. I've found that the average discount ranges from 25-40%. However; will these discounts apply to me. My build is as follows...

Should I purchase now or wait till Black Friday / Cyber Monday. For example the PSU in this build is normally 189.99 with discount and rebates, as of current, it is 129.99. I was also able to take advantage of microcenters 199.99 i7 4770k option. I really need an experts advice, someone who really spits game!

Not really, that's a lot of hassle...and almost nobody provides free returns, so you'd still be paying more. Patience is the key :)

If there are outstanding deals for parts right now, you can go ahead and get them now. You don't need to purchase everything at once. Personally, I love going out on Black Friday and shopping online even if I don't actually buy anything. It's only a few days away now so you should wait, even if you end up not getting everything, these parts will still be available to buy after the fact.

If you don't have any flexibility in your choices, then might as well purchase now. The odds of the exact components you chose going on more of a sale (Newegg is already in full swing, for the most part), are slim. However, if you have some flexibility on brands names (e.g. different RAM brand same amount, different case but same options, different liquid cooler, etc) and such, I'd wait a bit longer.

Just my thoughts. This time last year, I started buying parts for my current rig and saved around 30%-40% all told, but I didn't bring my rigid list and expect those exact parts, I went with parts I liked that were one sale.

So the PSU is an example of something I should purchase right now. Anything that is 30% or greater in discrounts should probably be taken advantage of?
