PC With Budget of $600 - Any Revisions of the Parts?

My friend is making a PC under the price of $800. I don't know too much about PCs, but I tried to stir up a list of components he could use. The reason this is only $600 is so that he can get a keyboard, mouse, and operation system to fill up the $800 requirement. Can you look at this list of components and revise it to what you think would be better? Thanks!

Go with Radeon's build except here's a few tweaks:

It's the same performance as the Sapphire one at a much cheaper price.

I would spend the extra money to get a better quality board: http://pcpartpicker.com/part/asrock-motherboard-970extreme3r20
