Having trouble running Battlefield 4 and Need for Speed Rivals

so I'm having difficulty when running these two games. They run slow in general and tend to stutter, where they get caught in a frame repeating (ex: someone is talking and it gets stuck - "my name is-is-is-is-is-is-is and then resumes). I also had lag issues with Saint Row IV. I'm guessing my PC specs are too low but I'm not sure, according the requirements I should be able to run them at "High" setting just fine. And the odd thing about it is even If i put the graphic setting to the lowest, it makes no difference it still runs the same. I recently upgraded my Graphics card and Power source, but not the processor or motherboard, so maybe that's the problem. These are my specs:

Graphics: GeForce 670
Dual Core 2.0 Intel E8400 @ 3.00 Ghz
4 GB of RAM
New 2 TB hard drive, 7200 RPM

Are my specs good for the game or it something else thats causing it?

Well...where to start, where to start. First off, DAT CPU...is absolutely murdering that GPU in any game, not just BF 4. BF4 does not like dual cores, especially old dual cores, it requires 8GB of ram and I am going to assume you are not running Windows 7 /8 64 bit.

You pretty much need a new system as that system is pretty much going to be obsolete from here one.

Edit: The GPU and I am assuming the PSU is fine, and the new hard drive.

your cpu is the killer. for running bf4 u must at least get 2nd or 3rd gen i3 processor or if you prefer amd get fx 6300 which is a six core cpu and also overclocks very well.
on games it nearly matches i3 cpus on stock, on cpu bound games like far cry 3 and bf3,bf4 it scales really well and matches even 3rd gen i5 cpus. but one con is power consumption. it draws more power than intel cpus, i3s consume 55w at load, i5s have 77w tdp whereas fx 6300 needs 90watts and +
