Upgrade my PC specs

My PC I currently own is quite outdated. PC specs:
CPU: intel Q9450 @2.67GHz
GPU: AMD Saphire HD6790
RAM: Corsair XMS3 4GB @ 1333MHz
PSU: 550W
MB: ASUS P5G41C-M LX

I play BF4 on low settings and only get around 40-55FPS. If I set the settings to medium there isn't a real drop in FPS. I'm looking to upgrade either my CPU or GPU, not both at the moment, maybe in the future. What will be the best for me? I'm looking to either get a GTX770 or a good i5 CPU. Which upgrade will enhance my PC to make BF4 more playable? I have a budget of max $400

Again, the CPU, the i5-4570 is the Haswell processor which gives about a 5% performance boost over the Ivy Bridge i5-3570. If you want to dabble in overclocking you could do the graphics card and overclock but I think your CPU in stock configuration could easily be overwhelmed by a better graphics card

Ive got DDR3 RAM, Im want to add another 4GB of RAM. The only thing is I don't know which to upgrade first, the CPU or GPU. I've read that with the i5-2600K and HD6790 they got an average FPS of 41 on ultra settings. I've looked at some CPU's and there are two i'm considering. The i5-3570 and the i5-4570. which is better?
