PC still on a minute after monitor turned off (shutting down PC)

Hello. I wanna know if its normal that PC components (cpu, fans, psu, etc.) still on, long after a shutdown action?

I've had problem with my PC before (different problem) and it led to a mobo replacement. It runs great afterwards, but I notice that when I shut down my PC, the monitor turn off okay, but the Pc component still on for about a minute after the monitor off. (monitor's off around 10s after i click shutdown - win8.1 x64). There's also a time where I had to turn it off by force.

Everytime i turn it back on, everything's normal, but before the regular one-beep was heard, my cpu fan are twitching. I told this to the technician that built my pc, but he said it was normal.

If I turn it by force (after the monitor's off), there is no error or anything when I turn it on again, but the twitching cpu fan still there.

What could be the reason to this? I don't think it was the mobo again...

The tech is right it's normal. What happens is your components such as the PSU are still hot. Keeping the fans running for a short period after allows them to cool off.
