PC Build, mystery problem.

Hi there everyone. I just set up my pc, but when I turn it on, it constantly reboots before even getting to the bios. I figured it would be a cooling problem, but I have a h100i installed at it seems to be working (the light on the front comes on, and the fans on the rad spin up) so I can't see that being the problem. The motherboard also lights up (Asus Maximus Formula vi) but only half of the fans are even turning on. I can only think that I have a defective cpu, or something is shorting out the board. But I have looked everywhere and can not find anything exposed. If you need any more information, pictures or video to help diagnose the problem, please feel free to ask!

Sound like PSU problem.

Try this steps.
-Turn off the PSU from behind.
-After that push the power button for 30 sec to uncharge all the volts/watts from your system.
-The turn on the PSU button from behind and try to turn on your pc normally.

Great, I'll just go have a look and try all these things! Silly question, but you don't need the gpu installed for the system to boot if you have integrated graphics do you? I'm waiting on a 780 ti, but I wanted to test the system before with the haswell integrated graphics. Would that be a problem?

Ok, I tried the PSU, checkedthat the 8 pin was in place, and went through 1-9 and it wasn't any of them, before I go onto the ones that require me to take off the heatsink, I should also mention that the q led code on the mobo stays at 00 throughout the rebooting, could that be an indication?
 
Bah, according to your manual, the 00 code is 'unused'. Lots of help that is :pt1cable:
Before taking off the heatsink (that's a pain to have to redo so try other things first)

-Try resetting CMOS, if you haven't already.
-Does the DRAM_LED near the MemOK! switch turn off, or is it staying on?

Ok, I've finished breadboarding and it is still doing the same thing, as for the speaker, I can't see a designated speaker port on the mobo, nor in the manual, is it alright to plug it into a 4 pin fan header?
