can i3-3110m work with a 32-bit os?

Yes it can.

Long:
All CPU system have walked this OS calculations way .....
8 bit
16 bit
32 bit
64 bit

SO the modern CPU`s are able to run 32 bit OS and Programs and also 64 bit OS and Programs
If there is a 64 bit Instruction set support from the CPU it is 100% backward compatible wit 32 bit systems !
Of course i`m focusing over Windows Platforms here - but there are many different Platforms that have some exclusions from the state above :)
I hope this light a bit the question here :)

BTW - it`s odd that on the Intel web they only shows the x64 bit support :)
