Will a PCI Express 3.0 video card work on a pci 2.0 x16 mother board with the same performance as it works on a pci 3.0 mobo

as the title says will a pci 3.0 gpu work at its peak level and oc on a pci 2.0 mother board??

In practical terms, yes you get the same performance with a PCIE 2.0 slot.

this round of pci-e cards will work well on a full 16 lane pci-e 2 slot (maybe a 5% loss at peak bandwidth), next gen will run out of bandwidth.
