Help! Is 700W enough here? Does location matter? I'm living in Hong Kong - does this matter?

I live in HK, 220V and 50Hv from the wall socket says http://electricaloutlet.org/

Does this affect what I would need?

I was thinking of getting a 700W PSU for a gaming/regular use PC, light OC to maybe 4.0GHz. What would you recommend and why?

Is more than enough. A good 600-650w PSU can keep your system without a problem. If you want to be sure can put a 700w without a problem. Buy good brands PSU's like Corsair,Seasonic,Antec,XFX and to be a minimum 80+bronze certified.
Corsair HX-750 is a verry good PSU.
