I'm in the process of building a budget next-gen gaming PC and i recently came to a halt when I had the choice between the Radeon HD 7870 GHz edition graphics card the R9 270x graphics card. Which one is better? And why? Thanks.

270 is better because it is the same card only cheaper, all 270's will be able to OC 50MHz to match the 7870 and like 100Mhz to match the 270x.

They are all the same gpu/mem/shaders at different speeds gpu core speeds

Sorry to thread jack, But what if the sapphire hd7870 was $30 cheaper then the sapphire r9 270x dual-x, is it worth it? Will a small over clock from the hd7870match or surpass the 270x? Thank you.

Well actually because of this sale, I bought the HD 7870 ghz edition and I think it's on par, with the 270x, without an overclock. So if you overclock it then it should be about the same or even better. You should also look up the benchmarks.
