I have a windows 7 Home Premium 32bit installation disk, and a windows 7 home premium 64bit license key. Can I install 64bit windows with a 32 bit disk? I'm currently running windows 7 home premium 32bit.

No, 64-bit installation requires 64-bit installation media. If you have an OEM copy then you have one or the other, not both. Only the retail version comes with both in the box. The key will work with either.
