Pc shut down please help

My pc shut down and it turns on but doesn't boot all the fan are spinning but the CPU fan

cpu Phenom 2x6 1090t
Mobo gigabyte GA-870A-UD3
Ram corsair xms3 x 8 gbs
Psu tagan ITZ series

when a pc boots you hear a beep which is coming from the bios and that means that it works fine,.if it doesnt beep or it beeps differently than the other times that means somethinghttp://www.computerhope.com/beep.htm

when the cpu cooler isnt working the pc automaticaly turns off \.thats why you cant see anything in the picture.
