Need a PC build for League of Legends

Hey all, I was playing league of legends today, yet it seems after every patch I would lose about 5-10fps for no reason that I could explain. On this one map, I use to get 70 - 60 FPS constantly, which I think is the most graphic intensive in the game. Now I'm struggling to get 50 FPS and it drops to around 30 FPS.

Currently I play on my laptop for the past year as its alot better then my 5 year old computer which was fine until this map came out and I can only get 20fps on it at medium settings.

Current Laptop specs:
i5 - 2410M 2.3ghz
8gb RAM
GPU radeon 6630M - overclocked at 650 mhz / 900 memory (can go higher but don't see a benefit yet)

I want to be able to play on my 1920 x 1080 resolution monitor. Settings At: all very high except shadows can be off, as I always had it off but it would be nice if they can be on very high of budget can allow.

At 80FPS minimum in all game play.

Budget: $1000 Canadian with tax in, don't need OS or CD drive and monitor.
