Computer doesn't display anything on screen and constantly reboots.

I turn on my computer(new build) and it displays nothing on screen but you can hear it constantly boot. I took my graphics card out and it stopped doing the constant boot but the integrated graphics didnt work. They never have. I tried the gpu and all the other components on my previous motherboard and the cpu light was red indicating that the cpu wasnt working. Is my cpu fried?

CPU - AMD FX 4130
Old Motherboard (CONSTANT REBOOT) - Gigabyte GA-78LMT-USB3
New MOBO (CPU LED) - ASUS M5A99FX PRO R2.0
GPU - ASUS Radeon HD 7770
PSU - EVGA Supernova NEX750B
RAM - 8GB

The FX 4130 requires a newer BIOS version for the ASUS board. There's a barcode sticker on the motherboard. What are the last 4 digits on that sticker?
