Did you mean R9 280x?If so yes runs faster but I'd go for a Asus R9 280x http://www.newegg.com/Product/Product.aspx?Item=N82E16814121803 faster than the stock R9 280x cards.

If you meant a R9 290x
Yes much better but runs hotter and consumes more power.

Both are faster than 7950. R9 290x is faster than R9 280x but more expensive.

the 280x is a 7970ghz re-badged. so its a tier above a 7950. so its a bit faster, but not a huge amount faster.
