Yes, but you can also wipe the drive (if it was an old Windows install) by just booting from the install drive and doing a custom install with the first step of deleting all partitions and then just installing to the single remaining unallocated space. If it was a Linux or other OS, attach it to another Windows machine and use an elevated command prompt to do a diskpart cleaning by typing:

diskpart
list disk
select disk n (where n is the target to clean)
clean
