Optimising hard drives

A few months ago, the hard drive letters changed which has slowed down my PC's boot time and is creating a few storage issues (as my C: drive doesn't have enough storage - 120 GB SSD). I'd like to change my current C: and D: (460+ GB HDD) drives so my D: drive contain most of the files and my C: drive only contains windows files. Is there a way to do this as currently copy-paste is my best method which doesn't work all the time?

No you cannot move your programs unless you uninstall and reinstall them. You can move data of course.

If you are willing to reinstall Windows, after the reinstall you can change a couple of registry settings to put all of your programs on the HDD and you can change your default download location in your browser to the HDD also.
