No post, black screen

Would someone please help me out? I built a new PC, and I got a black screen, no post when I pressed the power button. The CPU fan was spinning though. Then when if I pressed the reset button, the PC always booted up fine and I could go into BIOS setup. I have tried 3 new 500 watts psu. I updated the bios to current version. tested the memory sticks in another PC and they were working fine. I returned the main board and got a new one, but the same problem existed.

By the way, I contacted tech support. They said it could be memory issue or the psu related.

I don't understand. Why do I have to press the power button and then the reset button to turn on the PC?

Solution
Did you reset that latest bios to it's optimal default values? Save with F10+y.

Go into the bios and set the ram to it's right timings and right voltage after that.

Did you test the ram apart=stick by stick? Maybe each even in different slots.

Are the cables for the power button and reset button maybe switched,look and reconnect them in the right way.

Thank you for your input, Vic40.
I removed everything out from the case and started all over. It turned out my old PS/2 mouse was the problem. So, I switched to a USB mouse. Now, my PC is booting up fine. I feel bad for returning the first mainboard. Again, thank you so much.
