Can iuse 1600mhz ram ram when my motherboard only takes upto 1333mhz

In general using higher frequency memory on a lower frequency motherboard will work, just at the lower speed.
With your motherboard, I have tested it with Crucial Ballistix Sport memory(1600Mz) and it does work, just at 1333Mhz. You can overclock to obtain higher speeds, but you risk loosing stability.
