Screen tearing and Bad performance gaming

So i have this problem which i dont think should be happening. I have been playing almost only Diablo 3 and League of legends which arent that heavy graphics games but when im playing it seems like the game is dropping alot of frames when im just walking around not even doing anything infact when im not moving it actually smooths it out in both games. If i put on v-sync on league it fixes the problem until i fight and then i drop from 60 fps to 25-30 which is near unplayable and v-sync in diablo actually does nothing in Diablo it has like a line that goes across the entire team which is just nothing but shaky unpleasant screen tearing. I dont know what to do honestly. I feel as my computer is actually not bad so i dont have any idea why this would be happening,

I have been having the same problem as you, and the funny thing is I have the same GPU as you. A 660ti (mine is the 2GB version). I have found LoL is the only game this does this in as I play Battlefield 3 and have never had issues with it. On LoL it only does the tearing on the Howling Abyss map. I believe it has something to do with the LoL client or the NVidia driver as of late as I cant imagine my GPU is bad only when playing 1 video game. Being as you are having issues with 2 games I would be lead to believe there is some driver issues. Either make sure they are up to date or possibly go back to an older driver that you know worked with those games.
