monitor show out of range each time i need to disable the graphic card in safe mode then monitor work properly

Set the resolution to 800x600 in safe mode. Then when you start up Windows normally, check the resolution you need to use for your monitor. If it's an LCD, keep the refresh rate at 60.

Turn on PC, keep tapping F8, get into safe mode, then could uninstall the software.

HOWEVER...

If you can find the application that runs the graphics card, open it and just change the resolution... Done

I was thinking the same but thought it would only effect Safe Mode
