FPS drops after 2min 10 sec untill i move mouse

Hi everyone, please help. Recently I started noticing that exactly 2min 10sec into games fps drops way down to like 2-3fps for no reason until I move the mouse. I've tried everything (including the other older post in toms hardware suggestions about a similar issue without any luck).

My system is a ROG Maximus V formula with i5-3570K @3.4GHz 16Gb Ram Win 8.1 770GTX corsair Water cooling XFX 850W psu and a dell u2711 ips screen, 256Gb SSD + 3TB + 2TB on the other drives, Death adder 2013 mouse, nostromo pad, 360 gamepad (wired), and a black widow keyboard.

From hardware point of view I have not changed anything so I don't see how it could be the pads or mouse or keyboard messing with anything.

So far what Ive done: Tried all the power management (card,win,bios) to see wheather something is going ideal or to sleep. No luck all is fine but problem persist.

Ive tried clean win reinstall, problem persists.

Updated all the drivers with the newest ones including BIOS, problem continues.

Its not a heat issue since both cpu and gpu do not heat up when this happens and as soon as you move the mouse straight away everything is fine. Its like in the old pc's when screensaver was about to come on how everything lags. (and yes no screensaver on my pc).

Please help me resolve this problem since ive been going nuts to fix it and cant seem to find the cause!

It's because the card goes into this "idle' state to minimize wattage consumption. Nothing is wrong with your PC. You can look for solutions to disable the idle state.

Thank you Sczw. That's great news that we might get to the bottom of it, I looked for ways to disable it but the only closest is a post about 680 looking for nvidiainspector.exe then changing one line to p2. any chance someone can guide me how to remove the idle state?
