Win 7 PC cannot Telnet mail server on port 110

What are the possible causes of one particular Windows 7 workstation, brand new out of box, that cannot telnet to an internet mail server on port 110?

Telnet
Open mail.<server>.com 110
Connecting to mail.<server>.com...

Could not open connection to the host, on port 110: Connect failed.

I would suspect there is software on the Windows 7 machine that is blocking the connection. The most likely culprit is an internet security program, such as AVG Internet Security or Norton Internet Security. If you have one, disable it and try again.
