Hi,
My friend has just asked me to pick out some parts for a £450 build. I've never done budget builds before, I'm so used to picking out the highest of end parts.

He wants to watch videos in 1080p and he wants to download and browse fluently without any lag. He also wants to game, at maybe medium settings - 1080p?
A rig that would run BF4 at 1080p at low-medium settings. He also plays games that aren't so intensive like Minecraft.

Include a mouse and keyboard.
The OS is not needed.

Feel free to use Ebay, and used/refurbished parts. Make sure the seller has a good rep, and is trusted.

All adds up to 453 BPS in amazon.co.uk

Not sure for high or ultra maybe it can handle it easily, but surely good fps with medium.

yeah you can get a Medium settings / High+ 1080p gaming PC at that budget but with an extra 50euros.
heres my suggestion:

CPU: AMD FX-6300 3.5GHz 6-Core Processor (£83.99 @ Aria PC)
Motherboard: Asus M5A97 LE R2.0 ATX AM3+ Motherboard (£54.84 @ CCL Computers)
Memory: PNY XLR8 8GB (2 x 4GB) DDR3-1600 Memory (£38.25 @ Amazon UK)
Storage: Western Digital Caviar Blue 500GB 3.5" 7200RPM Internal Hard Drive (£39.14 @ CCL Computers)
Video Card: Asus Radeon HD 7850 2GB Video Card (£141.22 @ Amazon UK)
Case: Cooler Master K280 ATX Mid Tower Case (£33.01 @ Aria PC)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply (£49.24 @ CCL Computers)
Optical Drive: LG GH24NS95 DVD/CD Writer (£17.35 @ Amazon UK)
Total: £457.04
(Prices include shipping, taxes, and discounts when available.)

for that price it is totally worth for its performance.
sorry i wasnt able to get Mouse/Keyboard in that price and instead i made the suggestion with cost higher than your budget.
i was going to suggest a 7950 3GB worth more performance for 20 additional euros

Using Ebay and Amazon, I was able to get my friend an AMD FX 8320, a 2GB XFX Radeon HD 7850, a 1tb SSHD, 8gb RAM (CL9 1866 Mhz), etc.
No keyboard and mouse, I think he'll be able to use his current one just fine.
I did get him a 600w Modular PSU from Corsair to make things easy too, and I did not skimp on anything.
-All for about £450-60!

What settings will he be able to play on with the FX 8320?
And is it more or less equal to the Xbox one? PS4 might be pushing it a little...

with 8320 and a 2GB 7850 he can hit 50fps and a bit more if he lowers it to medium he can get evenmore , at 1920x1080 in games like BF3 , AC IV etc..

http://www.bf4blog.com/battlefield-4-retail-gpu-cpu-benchmarks/
8320 basicly is under-clocked 8350 or vice versa but you can see BF4 does good with this CPU so you get much of required performance from CPU side and for GPU it will be medium and high setting combination at 1920x1080 resolution.

for comparsions to console it will definitely be better performing!

It should overpower the xbox one according to me. The DD edition is kinda awesome.
