3ds max 2013 viewport performance with gaming gfx card

I need to help a user who is doing 3d modelling and rendering work at the office. The most complex scenes are indoor scenes, they are doing industrial design.

The complaint is about the viewport, she says that it is impossible to move the scene/camera in the editor. I am thinking of upgrading the gfx card in order to solve this problem. Which GTX card out there performs the best for price? (Can't afford a 780 or a Titan)

I found out that even if the gfx card we are using a quadro, it basically sucks today :)

Thanks. I'm sure that there is a reason, but I have to ask: Why are the old cards better than the new ones? It just doesn't make sense :)
