Bad PSU cause low GPU usage and low fps ?

Hi
My system is
core i5 2320
HD 7990
4 gb ram
1T hhd
psu kentek 850w
during gaming i got low gpu usage ,low FPS and cpu usage always on 70-85%, and also sometime my pc freezing during play games specially in heavy games such as crysis 3 metro last light and BF 3&4
I'm wondering if my PSU cause these symptoms ?

maybe but bf4 use 6 gb of ram can you get 1 more stick of ram maybe that helps

No, I doubt that's it. I'd point to the low system ram(only 4 gb) as a cause for low FPS. Wouldn't cause it to freeze though. What are the temps for your 7990 like? If they are running high, that could cause it.

If i put fan on auto the gpu temp reach up to 87 if i put it manually 70% temp 70 c
