760 Windforce noise issue

I bought a Gigabyte Windforce 3x to go in my Bitfenix Prodigy, thinking that it would be quiet, and it is, but it is still a custom computer so it is still louder than I would like. I am trying to maintain the nice look of the card while quieting it. I have considered water cooling, but my GPU is a non-reference PCB, and I can afford the $350 for water cooling, but not the extra $250-$300 for a new graphics card. So I'm thinking, I could just put a resistor in the fan assembly to slow them down, then put one or two 80mm Noctuas below the card pointing up. Which would make up for the lost air pressure? I'm not a complete idiot, so I do actually know what I'm doing, my question is, would this be worth the effort?
