Motion Blur or Ghosting?

Hi, I am having a problem where whenever I pan the camera in a game the background doubles and looks blurry, this also makes it very hard to look at. Is this normal or is there a way to fix it?

This is called screen-tearing. This is usually caused by a discrepancy between the frame rate and the refresh rate of your monitor. Typically monitors run at 60hz, so in order to get a perfect image you will first have to set vsync on in the game, this synchronizes the frames per second in the game with the refresh rate of your monitor. However, you will have to play with the settings in your game to make sure you are getting a minimum of 60 frames per second in order to have a completely smooth image at 60hz.

It isn't screen tearing, I am pretty sure it is motion blur. I tested it on my PS Vita and it was still there so I am guessing it is just an effect.

Then just turn off motion blur in the settings. If you can't turn off motion blur in the settings (and it bugs you), then buy a new game :)

I think it's screen tearing. I don't think it's your monitor, and it doesn't look like ghosting, because the foreground of the frame isn't displaying symptoms. But I'm not looking at it from where you are.

Just to make me happy, can you dumb down the settings in the game so you are getting really high fps and go into the settings and turn vsync on (go into nvidia's control panel and make sure that you disable adaptive vsync). Can you tell me if it's still happening after this?
