I dont really know how to explain it, but when im listening to music or playing a game it will randomly dropped toi like 1 fps for a second and the music goes all digitized.. then after a second or two it goes to normal like 300 fps. Im not sure of the problem but I feel as though they can be linked together somehow or another

Are you connected to internet when these spikes are occurring?

Check how severe the spikes are with DPClat and post them.

I was talking about system latency...

It shouldn't be Windows update. Did you also check for viruses?

PS : use advanced task manager or similar software and see if there are any suspicious processes.

this usually happens to people with low amounts of RAM or outdated/old CPU's ... could you tell me your specs?

Well that's a lot of latency. I have the same specs as you, and had similar problem to yours. I solved it by deleting malwarebytes which I was using as an anti-virus software and web blocker for malicious sites. Are you using more than one anti-virus software?

And was that latency on idle, or when listening to music and gaming? If it was on idle, then disconnect the network adapter and check the latency again while listening to music for example.

I've never used mcafee, but I am using only Avast. So if deleting Avast and Malwarebytes doesn't help, then delete mcafee too but install Avast again.

Do you think avast is a pretty viable choice? It is free right?

Yeah, Avast is a good free anti-virus software and has served me well.
