Initialize New Hard Drive without OS

So my first hard drive on my build has a bad capacitor and is slowly dying. I can still use my computer, but when the capacitor finally dies I won't be able to access windows. I RMA'd it and when i received my second hard drive I found that it was formatted as RAW and I could not get it to work, so i had to RMA that one. I still have my original hard drive, and i can still use my computer. My question is, what can i do if i get my third hard drive, but my first hard drive (with the os) has finally died? How do i initialize the new hard drive in order to use it?

All i need to do is reinstall windows. I dont care about cloning my drive, I just want to initialize the new one and freshly install windows. Can this be done without needed to use my current (and dying) hard drive?

I thought you had to initialize the drive using disk manager first before it was capable of having Windows installed on it. Is that not the case?

The Windows install routine will take care of that.

Hi guys i'm still having huge issues.

If i try to format using the windows install disk it tells me that windows fails to partition the disk and gives me an error code 0x80070002. To combat this I boot windows on my old drive with the new one also connected and initialize the new drive from disk management. Then I can boot from the CD and attempt to install windows.

Then I get more problems. I get various errors throughout the install, the most recent being "windows could not set the offline locale information. error code 0x80ff0000.

I thought it might be my disk. Or my CD drive. Or my sata cable. So i made an iso file from a windows 7 iso i got online and put it on my usb drive. I then boot from that. I still get errors throughout the process and windows will not install.

What is going on? If i put my old (and dying) hard drive in windows will load fine, but i cannot install a new version on either of my 2 drives that i got in my RMA.

Do you think it could be something with the motherboard? I have no idea anymore and i'm out of options. The hard drives are exactly the same and i'm using 2 sticks of identical ram. Any ideas?
