i3 2120 can i run gtx 650 ti boost OC without bottlenecking? or i better get a 7850 anyone

Yes my lil bro uses a i3 2120 with his GTX 660ti and he still gets 60+ fps on 1080p. He used a 7850 before that and that worked good too. Just go for a B75 motherboard unless you can find a deal on a Z77 and maybe you can upgrade to an i5 or i7 later on.

The 7850 is only a little bit better than the GTX 650ti boost. The GTX 660ti is a lot better than them.

About the motherboard, you should definitely spend a bit more to make sure you have a quality build. I'd suggest either:

i have that as cpu was actually asking if i can run a gtx 650 ti boost edition or radeon hd 7850 oc w/o bottleneck

Yes a i3 2120 is plenty strong enough for a 7850.

the overclocked one can still run ?

Well an overclocked 7850 is still not as powerful as a GTX 660ti so I would say yes.
