I was able to get my photos back after format, but the pictures looked bad and small. I could hardly tell what it was. Was it the program? I used Recuva. Is there a way to make them look normal?

Did you write new data after formatting the drive?

If no, you should try other data recovery freeware, such as Pandora Recovery, Easeus data recovery...

If yes, maybe the photos have been damaged, please try file repair software, you can also find some freeware.

Try to recover your photos by using another good picture recovery tool like Remo Recover. It has amazing picture recovery features which can restore your pictures from formatted HDD as they were previously.

Was the original file system FAT32? If so, then your files are probably corrupted because the file system was fragmented.

FAT32 keeps a record of all the clusters that make up a file in the File Access Table (FAT). The formatting process writes zeros to both copies of the FAT, thereby making recovery of fragmented files very difficult, if not impossible. Data recovery software can find the name of the file, its size and its starting cluster, but it can then only assume that the file is contiguous. This means that the first fragment of a fragmented file will be OK, but later fragments will come from somewhere else.

what you recovered was probably thumbnails of the real pic. They get recovered too...
