Computer cannot detect second graphics card

I currently own the HIS ICEQ 7850, I can't get my pc to recognize the second card which is the same as my original. I have tired removing the original and tried the new card on its own, but no luck! I tried RMA'ing it, but they sent it back saying it was working fine.

My specs
OS - Windows 8.1 pro 64bit
Processor - i5-3570k
RAM - 8GB
Motherboard - GIGABYTE GA-Z77-D3H (rev. 1.0)
Bios - Ver: 04.06.05
Psu - OCZ OCZ-ZX850W

Any help would be great!

Yeah I tried this, minus another system. But websites response was 'boots fine to Windows, passed benchmark' it's just hard to get my head around, since it's the same card I already own (does windows treat the two graphics cards as two separate components or clones?) and doesn't detect monitor when plugged in on its own. Power plugged in fine aswell, had that problem when I built my computer way back haha. I updated my bios to the latest version, I don't know if this can have an effect? When it comes back from the company, I'll try uninstalling my graphics drivers or something
