I was wondering could this cooler: http://www.acmemicro.com/Product/13102/Intel-LGA1150-LG... Could I go up to 4.4GHz with this cooler on an i5 4670k? Or should I get one more of high quality?

Absolutely not. That is a low profile server cooler not made for overclocking. You want 4.4Ghz out of Haswell get a Noctua DH 14 or Phanteks TC 14. The Corsair H100/H100i are also quite good but they are more expensive and louder than a good air cooler although they perform a bit better.

The similarly priced Hyper 212 Evo performs better. Those were great coolers for Sandy Bridge. Even for Ivy Bridge it was decent. It's better than stock for Haswell but if you want higher 4.3-4.5Ghz clocks with a Haswell CPU you need high end cooling.

The Phanteks comes in different colors.
